Is the only thing that I have to send to the ATF an appliction for C&R license and 30 dollars, or is there other paperwork involved? Thanks, Roger

The only other thing required is to send a letter to your local Chief law enforcement officer. The chief of police or sheriff depending on where you live. The letter only has to notify the Chief LEO that you are applying for a C&R license. The BATF requires no action for approval by the Chief LEO. They only want the Chief LEO to notify them if he/she doesn't approve of the licensing.

Well, there is no provision for "arroval" by the CLEO. It just means he/she is notified. Nothing to do on your part except mail or carry to their office. A check is done thru your State and the NCIC anyway.

I thought I read on this board that a "Certification of Compliance with 18 U.S.C. 922(g)(5)(B)" (ATF F 5330.20 OMB No. 1512-0571) had to be completed and sent in, too.

Well, if you just read the forms and do what they instruct you will be fine. The only semi-confusing thing on the form(s) is the copy to the CLEO.
No rocket science needed.
Sorry about the double post but since the board is moving so slowly, I didn't think it had posted.

Roger:
I couldn't find the post (must have been another C&R FFL forum), but if you check the link to the ATF: http://www.atf.treas.gov/forms/pdfs/print2.htm
it says: "NOTE: ATF Form 5330.20 - Certification of Compliance with 18 U.S.C. 922(g)(5)(B) MUST be filed with ATF Form 7 CR (5310.16)" - which is the form you need to fill out for apply for a C&R FFL.

I didn't fill out the 5330.20 and got my C&R FFL okay, but I think this went into effect after I submitted my paperwork.

For what it's worth.....

Charles,

You are correct in that there is no "approval" needed from the CLEO and notification of the CLEO is all that is required of the applicant by the BATF. I guess I should have worded that better. My understanding of why the notification of the CLEO is required by the BATF is so that the CLEO will know who has applied for a C&R FFL and to provide the CLEO a way to have some input if the CLEO so desires to make any. I would assume that typically the CLEO would only contact the BATF in the instance that they would like to express a negative concern about the application or applicant.

Roger,

There are some good instructions on this sight about the application process. My own application process was identical to this. http://www.cruffler.com/becomingcruffler.html

Hi. We can't be perfect in email esp. ! I just retired from 30 years as a LEO,the last 12 as a deputy. I don't believe there is a thing that could stop a C&R from being issued via the CLEO , a check would be done thru the state computer here GCIC and NCIC. I'm in Georgia so other States might vary It's a matter I think of him/her knowing who in their jurisdiction might have assemblied a large cache of arms. I have a C&R and that would be just MHO.Kinda like the "professional courtesy" we all tried to show other agencies.

Charles

The Certificate of Compliance is a citizenship declaration. You just declare that you are a U.S. citizen or immmigrant citizen or alien or whatever. Print your name in two places and sign at the bottom. I forgot to include mine when i sent in my application and two weeks later I got a notice from ATF when a blank form. I sent it back in last week. No problem, just probably delayed my C & R by a couple weeks.

You can checkout http://www.gunsnet.net/forums/forumdisplay.php?s=& forumid=339 ...they have a sample form filled out along with faq.

Yes, question 2 is your county, also when I sent the cover letter to the CLEO, I had everything filled out as if I was sending it to the ATF. It took about a month for my license to arrive.

With a C&R license, do you have the waiting period (call in for the OK) along with it or is it taken to be that you be a moral, non-law breaker, at the present time, etc.?

When you get your C&R license, send an inked copy of it-some want it signed in red ink tho I've used black so far but red might be the way to go, to every wholesaler you can find.
Be SURE you make copies and put your license up.
DO NOT sign the original !
After they have it on file, you call up and order like you would anything else.
This eliminates the INTERSTATE part only.
State / and local law applies when it reaches your State.

I believe in California, you can receive a C&R rifle to your door all else has to go thru a 01ffl, a dealer.

Most States, including Georgia you can receive any C&R at your door. No "waiting" period.

Remember a bunch of places like Brownells, Lee Precision ( reloading supplies ) etc give a very nice discount to C&R holders.
More than pays the $30.00 for three year license fee.
Hope this helps.
BTW it takes, normally, 4-8 weeks for the license to arrive after sending the appliction off-mine took seven weeks.
